By "1099 Verification software," I assume you mean a way to verify that the TIN given by the taxpayer (seller) matches the name of the seller. IRS refers to this process as "TIN Matching." For this issue, the matter is not in any software but with the actual person who files for the TIN matching. In order to qualify to file TIN Matching, you need to apply to IRS as a "tax professional." See https://www.irs.gov/e-file-providers/efile-for-tax-professionals for details.
If you are a CPA or other enrolled accounting professional, you should apply to IRS for this.
The really fun part of TIN matching is figuring out why the information doesn't match. IRS only tells you if the name/number combination don't match or that the TIN has never been issued by IRS. The rest is up to you!

We started offering TIN matching when IRS began fining settlement agents for filing incorrect 1099-S returns. This year, the fine is about $280.00 per return.
